The Agricultural Commissioner/Director of Weights and Measures monitors pest conditions and pesticide compliance, inspects plant products for export, collects and reports crop and livestock, statistics, manages controlled burns of crops, and inspects agricultural facilities. The Weights and Measures Division inspects and monitors accuracy of commercial weighing and measuring devices including gasoline dispenser nozzles.

The Sacramento County Airport System (SCAS) operates four public-use airports in accordance with Federal, State, and County regulations. The Director of Airports is charged with enforcing these regulations and taking any actions necessary to safeguard persons and property at the airports. Although SCAS is under the jurisdiction of the Board of Supervisors of the County of Sacramento, it is financed through a self-sustaining enterprise fund.

The Department of Animal Care and Regulation works to protect the health and safety of animals and humans and enforce local and state laws that pertain to animal welfare. The department:

  • Investigates, quarantines and help prosecute vicious animal cases and animal cruelty cases
  • Patrol, impound and work with local non-profit animal associations to facilitate animal adoptions
  • Operate low cost rabies clinics and offer low-cost spay/neuter services and vouchers
  • Run the pet licensing program in the unincorporated Sacramento County

The Board of Supervisors is the elected governing body of the County of Sacramento. There are five Board members and each represents one of five Districts. The Board adopts the annual budget, adopts ordinances, approves contracts, determines land use zoning for the unincorporated area, appoints certain County officials and appoints members to various boards and commissions.

The primary purpose of the Department of Child Support Services is to collect child support payments for custodial parents. Various activities are undertaken to achieve this objective including; locating absent parents, establishing parentage, obtaining court ordered child support awards including medical insurance, and collecting payments pursuant to the award. Services are available to both assisted and un-assisted families. Services are available to all parents and children.

The Clerk of the Board provides clerical and administrative services to the Board of Supervisors, the Assessment Appeals Board, the Planning Commissions, and other boards and commissions. The Office of Compliance provides guidance and oversight to County departments for compliance with the Health Insurance Portability and Accountability Act (HIPAA). HIPAA imposes restrictions on the use and disclosure of identifiable health information.

The Conflict Criminal Defenders (CCD), by Court appointment, provides legal representation to criminal defendants who are financially unable to retain counsel. The Sacramento Superior Court appoints CCD to cases where the Public Defender cannot provide representation because of a conflict of interest or insufficient staff.

Attorneys who are active members of the Sacramento County Bar Association Indigent Defense Panel are assigned to provide representation, based on the complexity of the case and experience of the attorney.

The County Counsel acts as general legal counsel to the County, its officers and related constituent local governmental entities. The County Executive is responsible to the Board of Supervisors for planning, organizing, directing, controlling, and coordinating County activities. This includes serving in an advisory capacity to the Board of Supervisors with respect to the functions of officials and boards not under the direct jurisdiction or control of the County Executive. The functions and activities of the County Executive are mandated by the County Charter. The Environmental Management Department (EMD) consists of nearly 140 employees in two divisions: Environmental Health and Environmental Compliance. Division specialists regulate over 30,000 businesses in the Sacramento area, incorporating the values of education, training, inspection and enforcement in helping businesses and citizens comply with laws that pertain to consumer protection, hazardous materials and water protection. The mission of the Legislative Advocate's Office is to advocate on behalf of the residents of Sacramento County to promote, preserve, and improve Sacramento County's programs and services. Primary focus is on advocacy before the State Legislature in support or opposition to proposed state legislation which impacts the County, including the need for continued state funding in the Governor's budget. Positions on legislation and the state budget are taken based on review by the affected County department(s) as well as consistency with legislative policies the Board of Supervisors adopts annually. The Department of Neighborhood Services provides residents and business owners in the unincorporated area of Sacramento County with community services and enhanced lines of communication with County staff.
