1. Does the department have to eliminate use of contracts impacting affected classes before other 71 J contracts outside the department are considered?
   Yes. The department must reduce or terminate 71J contracts to the extent necessary to avoid layoffs in classes affected by the 71J contract. If reduction and/or termination of a department’s 71J contracts affecting the class subject to layoff are not sufficient, then Agency and/or countywide contracts involving the affected class must be reduced and/or terminated.
2. Will the 71-J coordination occur before the effective date of any layoff?

   Yes. Coordination and reduction or termination of 71-J occur prior to the effective date of any layoff.
